The branch-1 patch likely would have applied to 1.2 as well when it was 
developed, but since 1.2.x patch releases should only have bug fixes, not new 
features like this it wasn't applied there.  I don't know if branch-1.2 has 
changed so that it would not apply.  If you do try, I would recommend also 
picking up the follow on work in subtasks of HBASE-15339
