Summary: Add a filter to implement the function which return the
special number of versions of each column

After HBASE-17125, ScanQueryMatch will first check column then check by filter.
The scan/get will get consistent result when use filter to read data. But
scan/get setMaxVersions() can not return the special number of versions of each
column. So this issue will introduce a new filter to implement this function
which return the special number of versions of each column.
