'hbase.hfile.compaction.discharger.interval' "
This issue is fixed only in 2.0 and originally the config was introduced by 
HBASE-13082 which is there in 1.3 also.   So the config name is old in 1.3 and 
branch-1?   This issue is not marked as incompatible also.
