I am not sure if you mean to use "dependency exclusions" of Maven 
(https://maven.apache.org/guides/introduction/introduction-to-optional-and-excludes-dependencies.html)
 to exclude joda-time from jruby-complete.
If so, IIRC, it may not be able to help here.
"dependency exclusions" only helps when joda-time is a dependency of 
jruby-complete and jruby-complete jar does NOT package any joda-time class 
files. But the case is jruby-complete jars does package a lot of joda-time 
files(see 
http://www.mvnrepository.com/artifact/org.jruby/jruby-complete/1.6.8). We can 
choose to include the whole jruby-complete jar or do not include it, but we can 
not choose to include some class files from jruby-complete jar and exclude 
others by "dependency exclusions".
