Ok. All these tests pass locally. There is an outstanding issue where we trip a
stuck region assign. It is hard to reproduce. It currently is in the way of my
getting a good run up on a cluster. This could explain some of the failures
seen here. Will keep working on it.
Meantime, let me work on trying to cut up this patch into smaller pieces. Will
need reviews on core. Let me also work on doc. and description of what this
patch contains. The current changeset comment has gone stale.
