Attaching patch based on reviews. Added unit test and replaced classes in wrong
module.
Also attaching a picture with the result. Maybe encoded region name is not the
best alone, should I add table and namespace names?

It is listing the current state of all regions. Maybe doing it with tags is not
the best approach?
bq. We adding a new bean here, for Master?
It is for RegionStates.
