Changes per discussion with [~appy] and [~stack]. New metrics now use metrics
types from hbase-metrics-api module. Some of the duplication in the code in
previous patch is removed by adding interfaces/ methods down the inheritance
hierarchy. Formalized pattern of metrics (submitted, failed and runtime) as a
commonly collected metrics per procedure type for all procedures.
