The latest v4.patch works for branch-1. This issue blocks the HBASE-17876 so we
should firstly fix the bug for branch-1.
bq. This snapshotId is not the cacheFlushSeqId. So what we return is fine. But
still if the snapshot is already available is it right to do another flush on
the same snapshot??
It may generate the duplicate file. Let me write a UT to trigger the bug.
