IMO the best fix for this is this way. We should have been getting not one
scanner but N scanners from the memstore. Yes the API says that way but impl
makes one Scanner consisting of snapshot scaner and active segment scanner.
When the update scanner op happen with updating one new file, ONLY the
corresponding snapshot scanner should get removed. Pls think over.
Pls update the Jira title and desc.
