This is a more complete end-to-end scan patch. The plan was to bring this in
pieces, but I ended up with a whole patch. Let me see whether I can chop this
up now.
The design is based on the async client scanner from async Java implementation.
The scan patch may need a couple more unit tests, but it is working end-to-end.
