But i would like to mention one point is
If step 8 and 9 does not happen...
the region R1 will be opened both in RS2 and RS3. :( META will indicate RS3 so
any requests to this region will be routed to RS3. But RS2 will think he has
the region.
This patch does not solve this problem.
