v7:
* Use JRuby 9.1.9.0, which has compatible dependancies.
* Update LICENSE and NOTICE for the actual libs.
This still isn't complete because the NOTICE doesn't include the transitive
NOTICE files from the jruby-complete dependencies. I tried looking at how we do
it now in the hbase-assembly pom, and I can't come up with any way that we
would do this without making it extremely hacky.
