Andrew had already mentioned the same thing in his review of the code and I
addressed it in HBASE-17977. Essentially, that patch switches from the user
configuring this special MasterObserver, to always having that MasterObserver
added by the Master with an option to prevent the master from adding it. I
believe it covers the points you raised :)
