[~zyork], did you make that on purpose? Use the creation of hbase.version to
check if both hbase.rootdir and hbase.wal.dir are ok? If not, that is, it is a
potential bug to create hbase.version file in hbase.wal.dir, would you please
review the patch at your most convenience?
