TestMasterProcedureWalLease is flakey. Fails in teardown. It is looking for a
second regionserver to show up (happens because hbase carrying meta is a sort
of regionserver but then isn't because only does system tables).
For now, just make it so three regionservers running instead of minimum 2.
Seems to break the flakeyness.
