When would this happen? On open or every time we open new region?
Using .META. only to figure cluster state is insufficient? Don't we need to
consult zk state too?
Is doing this per regionserver is duplicating state-keeping done by the master?
How about we work on a unit test first Ram that shows the double-assign? I'd
be interested in helping out w/ this.
