How about having RegionDescriptor ?
# RegionDescriptor is a read-only interface
# RegionDescriptor will extend the TableDescriptor
# RegionDescriptor will contain all of the read-only methods from HRegionInfo
# deprecate HRegionInfo to be removed
# RegionDescriptor is built by RegionDescriptorBuilder
Admin#deleteTables, Admin#enableTables, Admin#disableTables, and
Admin#getTableDescriptorsByTableName also return the HTD.
# Admin#getTableDescriptorsByTableName -> Admin#getTableDescriptors
# Admin#disableTables -> It isn't a transactional API. We should encourage
user to use Admin#listTables and Admin#disableTables. It should be deprecated
and it doesn't need the new API.
# Admin#enableTables -> ditto
# Admin#deleteTables -> ditto
