Your observation is correct.
If you have a big table which has newly split regions, load balancer in 0.92
(and TRUNK) is already able to pick newly split ones and balance them.
If the big table has presplit regions only, I have another feature (to be open
sourced) which utilizes region load information for balancing decisions.
