I tried different ways but the INLCUDE_SEEK_NEXT_COL does not happen. Explicit 
tracker case clearly we know if we are going to go to the next row or not. I 
only doubt the filter based scan where if the filter says INLCUDE_NEXT_COL will 
we have the same problem. [~chia7712] - Can you confirm once?
+1 on patch. Great and amazing catch.
