As a solution am adding new Interface InternalRegionServerServices which
extends RegionServerServices. Within our code base, we can use this new type
so no need for typecasting.
I think same has to be done for Region also. But as of now, the code base is
having typecasting in many a places (To HRegion) . Will cleanup as part of
other subtasks
