There is a chance that the top cell will be changed if the filter return
NEXT_ROW or SEEK_NEXT_USING_HINT.
TestStore#testFlushBeforeCompletingScanWithFilter and
TestStore#testFlushBeforeCompletingScanWithFilterHint reproduce the bug.
