We can normalize the value, but right now priority is treated as a categorical 
variable.  Right now its used where folks want to assign sets of requests to 
particular handler pools.  Normalizing it would assume some sort of rank based 
comparison which it is not.  Do you have any ideas on how to handle this use 
case?
