Description:
After introducing [the Core HLC
framework|https://issues.apache.org/jira/browse/HBASE-18305], the next step is
to remove all instances where the timestamp is explicitly set for meta updates.
Most of these changes take place in MetaTableAccessor. The patch for this task
will be going against the
[HBASE-14070.HLC|https://git-wip-us.apache.org/repos/asf?p=hbase.git;a=shortlog;h=refs/heads/HBASE-14070.HLC]
branch.
