Currently the closest we have to release notes are manually curated in the
release announcement email. There's been periodic work on moving to use [Apache
Yetus
Releasedocmaker|http://yetus.apache.org/documentation/0.4.0/releasedocmaker/],
but I don't think any RM has adopted it yet.
