In the interests of 1) better tracking when we change our test infra and 2)
making it more accessible to those who don't have logins on builds.a.o, we
should switch out our current precommit job for one that is defined via a
Jenkinsfile.
Could also take the opportunity to get our precommit stuff into a common
subfolder with a README.
