  - run stages for "stuff that works with multijdk" and then jdk specific stuff 
depending on branches
  - one output report per set of these



limitations:

  - will stop on a stage that fails (i.e. general check failing master means we 
skip unit tests entirely), limitation of declarative pipelines. might be able 
to workaround, but complex enough to be its own issue
  - junit results include all jdk runs, but conflated names between jdks (also 
complicated to work around since we have to rewrite surefire reports I think)
