Summary: Test reenabling Master carrying regions

This issue is to ensure that it is still possible to configure Master to carry
tables. Further, it should be possible to configure Master to carry system
tables only with Master doing short-circuit ops -- going directly to the
internal RS methods w/o going via RPC -- when accessing system tables.
We also need a mechanism for specifying that the Master can carry any region,
not just system table regions.
