No deprecated methods are changed to use TableDescriptor/ColumnFamilyDescriptor
by this jira. Only the methods introduced by HBASE-17312 are changed to use
TableDescriptor/ColumnFamilyDescriptor.
bq. Should be deprecate them with addition of new methods for branch-1?
We need to discuss HBASE-18528 first. The changes for MasterObserver are not
over.
