JENKINS-46013 was closed as "won't fix" so I think this is the new way to
achieve the behavior we want.
-00
- remove the "on failure clear workspace" since it means we can't
troubleshoot failures without first disabling it.
- switch from an implicit checkout to doing it ourselves so we can control
being in a subdir.
