So, it looks like this patch was backported to branch-2 and branch-1 but not
branch-1.4. I was confused because no note was left in here saying what
branches had been picked too which is our usual practice. I did a bunch of mess
trying to cherry-pick. I think its fixed now; i.e. backported back to 1.4.
