Yes, it is an admin operation. I see most of the classes/ interfaces in
coprocessor package in hbase-server are marked-
@InterfaceAudience.LimitedPrivate(HBaseInterfaceAudience.COPROC)
May be I can follow the same as the definition is consistent with the intended
use for refreshHFiles API.
