It seemed noise when i tried to apply the ClusterOptions to code base, due to
the "exclude" semantic. It was my fault that i didn't make a sight on the
actual use cases in code base where an "include" semantic might be much
appropriate and more cleaner.
Refactoring ClusterOptions may be needed before applying it to code base in my
opinions.
Attaching a simple version for first review, and hoping get some feedbacks.
Btw, i didn't apply it to unit tests yet.
