Release Note: Fix incomplete migration to jersey 2 that has a mix of
clashing jersey1 and jersey2 invocations.
Looking. It is a bit of a mess. Most tests pass. The JSON bindings are not
working (the backup stuff is because the tests are launching yarn clusters to
do work and they don't like not being able to find their jersey1 jars)
