Currently heap allocations for RS memory structures like {{memstore}} and
{{lruCache}} are configured as percentage of total RS heap size. Since on-heap
bucketCache uses RS heap, configuring it as a percentage of heap size will
improve usability. Currently this can be configured either as a percentage of
heap or a memory size in MiB and we can remove the latter option which is
applicable to external or off-heap bucketCache.
