stack resolved HBASE-18702.

Resolution: Won't Fix
I did a look through package-info files and in refguide. Also reviewed new
KeyValue in code base looking for public classes that need to create KVs. I
wasn't able to find instances that need doc change so am resolving as won't
fix. Thanks for filing [~chia7712]
