Is the only time when this happens a loss of the ZK connection?
All that a new HConnectionImplementation is doing is a call to 
setupZookeeperTrackers.
HConnectionImplementation.abort already does this. Why would that succeed in 
the new Connection? Is it because we retry?

Maybe HConnectionImplementation.resetZooKeeperTrackers should have the retry 
logic.
