I found the problem. As per the patch the online regions will be added only
after the region is fully happened. In the failed testcases it so happens that
even before the root is added to the online regions the META is getting
assigned. So when it tries to update in ROOT he is not yet online.
The behaviour in TRUNK is different. So my bad .. did not check this properly.
So decided not to get this into branch. Thanks Ted for your checking on this.
