If rootRegionTracker.start() returns false, masterAddressTracker.start() would
be skipped.
Since setupZookeeperTrackers() is called by HConnectionImplementation ctor, I
suggest making setupZookeeperTrackers() reentrant (checking
masterAddressTracker and rootRegionTracker against null) and calling it in
HConnectionImplementation ctor.
