stack reopened HBASE-16478:

Reopening. This change might make more problems than it is worth given we did
not carry the general project to completion; in short, this makes it so
hbase-protocol no longer works if it is messing w/ our WAL stuff; no one should
be doing it but downstreamer hbase-indexer from ngdata repo does.... Reopening
for now.
