bq. I think it will cause compile error for old user code if you change the
return value from HRegionInfo to RegionInfo? But seems the only IA.Public
interface is AsyncAdmin and it is introduce in 2.0. So I think it is OK.
I made the change to the IA.limitedPrivate class only. The IA.Public class,
such as {{HRegionLocation}}, is in the deprecate cycle. I will double-check the
patch before committing...
