CompactionLifeCtyleTracker is having extra functionalities to know when 
compaction on *each* of the Stores are started and completed. Good.
So if a CP thread make a call to requestCompaction how easy/difficult they can 
know when the entire compaction op is completed?  
This issue is mainly for the requestFLush.  As Stack added a comment around 
requestCompaction, tried to address that also.   May be we need to decide 
whether on the req flush also, we need a similar approach as of 
CompactionLifeCtyleTracker
