bq.guarantee persistence in HFiles:
Should the user need to make sure abt this persistence at any time?  Why? Means 
they worry abt possible data loss?  That would be like a bug on us right?  
On the Phoenix code that u shared, u seems like a very much hacky thing.  May I 
know why this check was added?  Any jira or discussion happened on this and 
this code was added?
