Address review feedback
- Use Address instead of HostAndPort
- Move rsgroup specific protobuf serde from ProtobufUtil to
RSGroupProtobufUtil
- Replace NAMESPACEDESC_PROP_GROUP with NAMESPACE_DESC_PROP_GROUP in
RSGroupInfo
- Sync RSGroupAdmin interface with that defined in branch-2 and master
- Sync RSGroupAdminClient interface with that defined in branch-2 and master
- Sync RSGroupInfoManager interface with that defined in branch-2 and master
Tests are passing
