Thanks for opening backport jiras!
I also think that opening new jiras is better than reopening old ones.
The only thought I have is that is would be nice to incluse the headline of the
original jira into the head line, and not just "Backport HBASE-16870 to
branch-1.3",
this will make the titles longer but the actual content would be easily seen,
what the jira is about, when preparing release notes and such, where here
people need to
manually go lookup the referenced jira to get the title.
