Over on the Master side, gave up on MasterServices being a subset of HMaster. I
made a mock Master out of a HMaster. That took care of a bunch of the tests
that were using MasterServices. Perhaps could do same here. Having a RSS and a
CPRSS seems awkward to me now after the MS work.
