Description:

1、regions assigned unbalanced seriously
2、many "Regions in Transition" shows in the hmaster UI ,keep state for long time
3、Some application reported part of table querys timeout
when manual execute command "balance_switch true", there is no balance effetct
I know empty zookeeper /hbase/region-in-transition node can get some result,
but we don't want to restart the hmaster service, becase the region loading can
take a long time.
so how to solve the problem ?
