I was able to make the test pass reliably ( I hope). As I said the fix as in
HBASE-18946 in ServerCrashProcedure solved the problem.
Just attaching a patch as in HBASE-18946. It has some debug stmts etc but just
to ensure even others are able to make the testcase
TestMasterOperationsForRegionReplicas pass.
