Release Note: Adds getOnlineRegions to the RegionCoprocessorEnvironment
(Context) and ditto to RegionServerCoprocessorEnvironment. Allows Coprocessor
get list of Regions online on the currently hosting RegionServer.
Status: Resolved (was: Patch Available)
Pushed to Master and branch-2.
