I reviewed the patch, left couple of comments. Overall looks good.

What if this is intentional ? If it is then I think we are introducing a 
behaviour change to the user. Like earlier user was able to directly set the 
table whose data it wants to replicate to a peer cluster but now it cannot 
until the user first set the replicate_all config to false. Is this change 
acceptable ?
