Initial patch. Should we only mark the Tag interface with LP or even the impls?
So once HBASE-18995 goes in then we can make changes to move some of the util
methods to go in TagUtil? Or if we make this go in first then I need to rebase
HBASE-18995 by moving some of the Tag related APIs to TagUtil.
